Highway Safety Manual
The purpose of the Highway Safety Manual (HSM) is to provide practitioners with the best factual information and tools to facilitate roadway design and operational decisions based on explicit consideration on their safety consequences. The first edition of the HSM was published in spring 2010.

The HSM Knowledge Base forms the foundation for the contents of each chapter of Part D of the First Edition of the Highway Safety Manual. CMFs from this Knowledge Base were included in the CMF Clearinghouse.

TRB's Transportation Research Circular E-C142: Methodology for the Development and Inclusion of Crash Modification Factors in the First Edition of the Highway Safety Manual explores the literature review procedure and inclusion process related to development of Part D — Crash Modification Factors of the Highway Safety Manual (HSM), which was published in 2010. The development of Part D of the HSM required a systematic procedure to review, document, and filter the large mass of safety information published in the past several decades.
